This research project explored the opportunity to provide future service offerings for strategic energy planning and implementation support for municipalities to meet their energy and carbon reduction goals.
Many municipalities in Illinois have established or are working to set carbon reduction goals for their communities. However, many do not yet have a strategic and actionable energy plan in place to meet those goals. This project provided foundational research to understand the needs, barriers and future opportunities for engagement with municipalities to support them in developing a strategic energy plan to meet their goals.
Results and Outcomes
Through the literature review and interviews, the project team found that municipalities have a clear interest in receiving technical assistance and strategic planning support to meet their energy and carbon goals. Limited staff time, resources, and knowledge to support in-depth energy upgrades were found to be the most common barriers for municipalities in meeting their goals. Slipstream used these interview findings as well as best practices from a mix of existing utility energy offerings for municipalities to inform a proposed program design for a municipal energy planning offering.
